US Contractor Engineering Support to Contingency Operations: The Essential Role of US Design Firms

Current contingency operations in Iraq, Afghanistan, and throughout the world during the “Long War” have provided a model for the use of US-based architect and engineer (A/E) firms to support deployed U.S. forces. This emerging model indicates that US-based consulting capabilities are essential to early and maturing contingency operations. In particular, retaining US-based contractors, rather than local or foreign firms, for expeditionary design and construction expertise is essential in Phase 0 (Shaping), Phase I (Deterrence), Phase IV (Stabilize), and Phase V (Enable Civil Authority). Retaining US-based A/E firms allows the Department of Defense (DoD0 to take advantage of key specialties and skill sets during the planning for military operations in pre-hostilities and post- hostilities environments.
